Parking infringements

The provisions of the Victorian Road Safety Act (1986) now apply to the University of Melbourne premises. This means that illegal parking on campus may result in the issue of a Parking Infringement Notice with an enforceable financial penalty.

University Council has recently agreed to the imposition of the fines in response to the continuing incidence of illegal parking on campus, which deprives permit holders and other legally authorised vehicles drivers of spaces in which to park. Illegally parked vehicles are also an inconvenience and often a danger to the safety of pedestrians.

Signs at the entry to the Parkville campus indicate that the whole area is a permit zone for the purposes of parking. Drivers may be allowed to enter the campus for up to 20 minutes to pick up or drop off people, tools, equipment etc. However parking during the University day is limited to permit holders and other au thorised parkers, such as delivery vehicles.

Signs indicating particular restrictions in some areas (such as ‘loading zones', ‘no stopping' areas, ‘reserved' or ‘disabled' bays) will also be strictly enforced. This includes a yellow line marked on the road surface, which means “no stopping” at any time on either side of the road. These no stopping areas are required in order to ensure the safe passage of emergency vehicles along campus roads.

Where you can park:

The essence of the parking availability across campus is that you must park only in marked bays. White lines marked on the road surface indicate a parking bay, either within a carpark area or along the side of the road. If you park where there is no marked bay you may be fined.

Exceptions to this rule are made for service activities on a case by case basis, where particular access to a vehicle or its contents is needed for the work to be performed efficiently. In these cases the vehicle driver may be given permission by Parking Office staff to park on a footpath or some other non-parking area.

A blanket exemption is also given to emergency vehicles responding to an emergency, which are allowed to park wherever needed.

Parking outside normal University hours:

Public parking is available on University grounds after 5.00 pm on weekdays and on Saturdays and Sundays, on payment of a fee. Students with a Student permit on their vehicle (see information on this site under “Permit Types”) may also park at these times. However parking areas at night and on weekends are subject to the same rules as during the day i.e. drivers must park in marked bays only, and with particular restrictions such as ‘reserved only' or ‘disabled' bays applying.

Types of infringements:

There are three levels of parking fine currently (fine levels may be adjusted on 1 July each year). Full details of the current fines are available on the VicRoads website at http://www.vicroads.vic.gov.au/NR/rdonlyres/7F86BCC2-13C6-41B5-ACE2-4C2E38A9500D/0/VicRoadsFinesAndPenalties2008.pdf

Examples of each level of parking fine are as follows.

$113 for parking -

  • in a ‘no stopping' area indicated by a sign
  • in a ‘disabled' bay without the required permit
  • in a ‘loading zone' where not a legitimate service/delivery vehicle, or for a period longer than permitted.

$68 for parking -

  • without displaying the required permit
  • on a footpath
  • in a ‘no stopping' area marked by a yellow line on the road surface
  • across a driveway.

$23 for parking -

  • not in a marked bay
  • across two bays.

The reason for the infringement and the fine applicable will be shown on the Parking Infringement Notice that is attached behind the windscreen wiper of an offending vehicle. Details of how to pay the fine are also shown on the back of the Parking Infringement Notice.
