Building Emergency Controllers and Wardens

All BEC's and Floor Wardens are staff members who volunteer their time to carry out their roles of Wardens in our many Emergency Control Organisations. It is especially pleasing to have so many people volunteering their time and efforts for such a worthwhile and important position within the University.

Emergency Response Group

EOC in operationThe Executive level of management during an emergency incident is known as the Emergency Response Group (ERG). Membership of this group is:

  • Vice Chancellor and Chief Executive Officer (Chair)
  • The Senior Vice-Principal (Emergency Controller)
  • Vice-Principal Property and Campus Services (Deputy Emergency Controller)
  • General Manager Property Services (Emergency Operations Centre Manager)
  • Manager, Security and Traffic
  • Vice-Principal University Development (Media Controller)
  • General Manager EHS (Risk Officer)
  • Any other individuals as directed by the Vice-Chancellor or the Emergency Controller as required by the circumstances of the emergency incident.

The ERG will assemble in the designated Emergency Operations Centre when an emergency is declared. No other University staff are to attend the Emergency Operations Centre unless invited to do so by the Vice-Chancellor or Emergency Controller.

In the absence of the Vice-Chancellor, the Acting Vice-Chancellor or the Emergency Controller, if required, will assume the role of Chair. In the absence of the Emergency Controller, the Deputy Emergency Controller will assume the role of Emergency Controller.

When an emergency is declared and the ERG is activated, the Emergency Controller and Deputy Emergency Controller have the authority to over-ride the normal chain of command of the University.

Emergency Management Coordinator (EMC)

The EMC will manage, train and coordinate the University's Emergency Control Teams (Building Emergency Controllers (BEC), Floor Wardens and specialist Emergency Response Teams (ERT)) to ensure that the University of Melbourne complies with relevant standards and is able to meet unpredictable emergency situations in a professional and effective manner.

Emergency Management Coordinator helmetThe EMC also ensures that all relevant systems and procedures are up to date and documented, and that wardens have the appropriate identification helmets or tabards.

The EMC will be the University liaison with Emergency Services during an emergency incident when they are called to the Parkville campus and provide emergency management advice for other campuses.

In addition, the EMC will be responsible for liaison with the local Municipal Emergency Planning Committee (MEPC) to ensure the University is represented in appropriate planning considerations at that level.

The Emergency Management Coordinator reports to the General Manager EHS, in the Property and Campus Services Department. Matt Bennett commenced with the University in October 2005 and is located in the EHS Unit, Level 3, 11-13 Lincoln Square South - Building 219

Emergency Response Teams (ERT's)
