What is a Precursor Chemical?
Precursor Chemicals are chemicals that are known to have been used in the illicit manufacture of drugs.
A current list of chemicals declared to be illicit drug precursors is available in Appendix IV in the Chemical Management Guidelines [.pdf].
Compliance requirements for Precursor Chemicals
Use and storage
To use or store chemicals associated with precursor chemicals in a workplace, you must meet the following requirements:
- All general requirements, as described in Chemical Management Key Topics.
- Special Access Arrangements: in addition to the general safety precautions described in section 1.18 Access Arrangements of the Chemical Management Guidelines [.pdf], consider reducing the opportunity for theft or other illegal behaviour with further security measures such as inventory tracking systems.
Purchase
Suppliers of precursor chemicals are required to impose certain conditions on purchasers.
When purchasing precursor chemicals, you may be asked for an End User Declaration (whose content differs between suppliers), or subject to mandatorily delayed supply.
